I have a Dell E520 Desktop running windows 7 that has a 'floppy diskette seek failure' when I boot up. My computer has 1 internal hard drive, a CD ROM drive and a floppy drive. The problem started after I Restored settings to factory conditions in BIOS setup. Diskette drive 0 seek failure — See Drive Problems. Diskette read failure — See Drive Problems. Diskette subsystem reset failed — Run the Dell Diagnostics (see Dell Diagnostics). Diskette write protected — Slide the write-protect notch on the floppy disk to the open position. Drive not ready — Put a floppy disk in the drive.
Your bios must have the floppy drive setting enabled, otherwise you wouldn't be getting the message you're getting.
Your floppy drive is either connected to it's data or power cable incorrectly, or possibly you have it set to the wrong type in the bios, or a lot less likely, it's circuit board is fried.
If you don't need to use the floppy drive right now, go into the bios Setup by pressing F2 as the text on the screen says, and disable it from detecting the floppy drive, Save bios settings.
If your hard drive has a working operating system on it, and if there's nothing wrong with the hard drive itself, Windows should load fine.

You will probably need to REMOVE the AC power to your case (always remove it when doing anything inside the case) and open up the case.

When the floppy drive is enabled in the bios,
- if you have only one floppy drive it should be drive A there. Most floppy drives made since about the early 90's are 1.44 mb.
If you choose the wrong type you may get an error message while booting.
- if the led on the front of the floppy drive is ON ALL THE TIME after you power on the computer, one of the two connectors on the floppy data cable is on the pins on the back of the drive, or or the pins on the mboard header, backwards.
The floppy data header on the mboard, and the header on the back of the drive, may or may not have a plastic shroud around it (a rectangular enclosure the connector fits inside of) that has a slot in the middle of one side - that slot lines up with an external tab on the floppy data cable connector to prevent you from installing the connector in the wrong direction, BUT not all floppy data connectors have the external tab, and many floppy drives do not have that shroud. Some floppy drives have a slot in the board next to the data header pins, or a metal projection on the side opposite where the slot would be on other drives, rather than a plastic shroud, to prevent you from installing connector that does have the external tab the wrong way. Some floppy drives have nothing to prevent you from installing a data cable connector backwards, whether it has an external tab or not.
There is a stripe on one side of the floppy data cable - that stripe goes to the pin 1 end of the header on the mboard, and the same for the header on the floppy drive - usually the pin 1 end on the floppy drive is closest to the center of the back of the drive, but it can be closest to the outside there.
In most cases, if you look closely at the header on the floppy drive, there is one pin missing on one end, the second pin in one row - if you see that, that end is always the pin 1 end of the header.

- if the led on the floppy drive DOES NOT light up at ANY time, OR if the led on the front of it DOES light up but not all the time and the drive will NOT work properly, after you power on the computer - the led should come on briefly while you're booting the computer even when there is no floppy disk inserted into it...
- make sure the small molex power connector from the power supply is connected to the 4 power pins on the floppy drive properly.
NOTE that it's often easy to NOT get that on the pins properly - if that connector is not on all 4 pins - e.g. it's on three - you could try connecting the molex connector to all 4 pins, but if the computer has been powered on after it was connected to three pins or two pins, the board on the floppy drive has probably been fried - the led on the front of it may light up but the drive will NOT work properly.
- When you have only one floppy drive, if there are three connectors on the data cable, the floppy drive must be connected to the END connector, NOT the middle connector
- The floppy data cable must have wires that switch positions between the middle and end connectors if it has three of them - the data cable has been split and 7 wires are flipped 180 degrees between the connectors - the 10nth to 17nth wires from the striped side of the data cable.
If it has only two connectors, there must be the same flipped wires between the two connectors.

NOTE that one of the data cables for OLD MFM or RLL hard drives has the same connectors, same width of ribbon cable and number of wires, but they don't work with a floppy drive.
- if it has two connectors (common), no wires are flipped between the ends.
- if it has three connectors (very rare), wires are flipped between the middle and end connectors, but they are the wrong ones.

- the molex power connector having NOT been installed on all 4 pins on the drive - see above
- trying to fasten the drive using a screw in a place that is not meant for a screw, which can short something on the board.
- fastenine the drive using a screw in a place that IS meant for a screw but the screw shaft is too long, which can short something on the board, or damage the board orherwise.

- the power supply failed and damaged it while failing. When you replace the power supply the floppy drive doesn't work properly depite the fact it worked fine previously. The led on it may or may not light up whe it's supposed to.

Sometimes when a power supply is in the process of failing, the 5v section of the power supply fails before the power supply fails completely.
